Car recalls are often ineffective. People with used cars never hear about them; and many who hear ignore them, even when safety is involved. The solution seems obvious. Most states require annual car inspections. Why not feed recall data into state inspection systems? Then when you go for an inspection, you could not only receive information about relevant recalls, but also the inspectors could ensure that the problems are fixed.
