The flashing white light in the video is likely a visual alarm in an accessible guest room for the hearing impaired. The ADA requires hotels to equip a small percentage of guest rooms with flashing strobes to alert a deaf person of an emergency. The code also requires that these rooms be dispersed throughout the hotel.

The lamp is required to be a xenon strobe type or equivalent and the color must be clear or nominal white. These strobes are often synched with guest room doorbells and phones and the flashing frequency varies depending upon the request transmitted to the strobe. The frequency of the flash in the video appears to be a guest SOS call, which is the fastest frequency.
