I think the article is hilarious.

The main points:
1. Russians suck in intelligence, they can not find where rebels are;
2. But when they know, they can not hit them because their munitions are dumb;
3. They know that they suck, so they developed a strategy to bomb hard-to-miss civilian objects such as hospitals, power plants and pump stations to force civilians to surrender to government;
4. And they don’t actually give a damn about killing civilians. There were dozens of massacres, trust me.
