No, mandating that everyone vote in each election won’t do anything, because some people will simply refuse to vote on whatever grounds.

What would ensure that every vote counts would be to create an independent, nonpartisan federal organization to oversee all state and federal level elections, including redrawing districts fairly, keeping voter registration records accurate as possible and updated months before each election, and doing everything possible to prevent voter fraud, election tampering, and all the other forms of monkey business that have plagued every election since the 1800s.

Of course, this will never happen because it’s a simple, effective, non-partisan solution that will actually work.
