6 New Immigration Measures Unveiled by Canada to Attract Tech Talent

In a groundbreaking announcement today, Immigration Minister Sean Fraser revealed Canada’s first-ever Tech Talent Strategy, which includes a series of measures aimed at attracting top tech skills from around the world. These new initiatives are expected to position Canada as a global leader in the tech industry and drive economic growth. 1. Open Work Permit Pathway For US H-1B Visa Holders

Effective July 16, 2023, Canada will introduce a new open work permit stream specifically designed for H-1B visa holders from the United States. This initiative will enable up to 10,000 H-1B visa holders to work for any employer in Canada without any restrictions. Additionally, accompanying family members of these visa holders will also be eligible to apply for study or work permits.

2. Dedicated PR Pathway For STEM Occupations

Recognizing the critical role played by individuals in science, technology, engineering, and mathematics (STEM) sectors, the Canadian government will introduce a dedicated pathway for permanent residency (PR) for these professionals. With 24 STEM sector occupations likely to receive higher weightage in targeted Express Entry draws, this measure aims to attract and retain top talent in these fields.

3. The return of quicker processing for the global talent stream

Minister Fraser declared the Global Talent Stream’s (GTS) 2-week processing period will be reinstated in order to expedite the immigration process for qualified companies and employees. For employees working by qualifying Canadian businesses who want to move to Canada, the GTS is still the shortest immigration route.

4. New Innovation Stream Without Job Offer

In order to attract highly talented individuals, Canada will establish an Innovation Stream under the International Mobility Program. This stream will offer two pathways: open work permits for up to five years for highly skilled workers in certain in-demand professions, and employer-specific work permits for up to five years for individuals employed by Canadian firms that support the country’s industrial innovation objectives.

5. Digital Nomad Strategy

Recognizing the increasing trend of remote work and the potential economic benefits, Canada will launch a digital nomad strategy. This strategy will allow individuals who work for foreign employers to come and work in Canada for up to six months. Digital nomads can contribute to Canadian communities while also enjoying the unique cultural experiences Canada has to offer. If they receive a job offer from a Canadian employer during their stay, they can continue working and residing in Canada.

6. Improvements To Startup Visa Program

To address challenges faced by the Startup Visa program and accommodate the increasing number of applications, the IRCC will introduce several enhancements. Going forward, applications with capital commitments or funding from recognized Canadian venture capital funds, angel investor groups, or business incubators will be prioritized. Furthermore, applicants in the normal processing queue will receive open work permits for themselves and their family members, valid for three years. Additionally, the work permit option for Startup Visa applicants will be extended to allow them to work for other Canadian employers, not just their own startups.

These new immigration measures represent a significant step forward in Canada’s efforts to attract and retain top tech talent from around the world. The government’s focus on STEM occupations, innovation, and flexibility in work permits is expected to position Canada as a leading destination for tech professionals.
