Since we are in the European Union, Member States are required to ensure the implementation of smart metering under EU energy market legislation in the Third Energy Package. This implementation may be subject to a long-term cost-benefit analysis (CBA). In cases where the CBA is positive, there is a roll-out target of 80% market penetration for electricity by 2020 according to the European Commission DG ENER and JRC.

We where involved in Belgium and the Netherlands regarding the communication and security part of the SM. In the Netherlands there are 2 systems in use, LTE-NB and 450CDMA — both are licensed and regulated frequencies, where LTE-NB is a regular mobile network and the 450CDMA is a private network. Concerns regarding the frequencies, this has always been an issue do to the lack of awareness. In Belgium the SM operator is using regular commercial mobile networks, so also here the hazard is to neglect.

So a long story short, I think if SM operators using regulated (private or commercial) mobile networks the Health issue will be a lesser issue.
