Modifying the electoral college should only be done when we have improved national standards for voting. Currently voting is controlled at the state level, meaning secretaries of state have great control over how easy or difficult it is to vote and how votes are tallied. In states today where one party dominates the political system and elections, there’s little incentive to cheat since they’re going to win anyway. Under your system (either proportional electoral college, or national popular vote), the incentive to cheat is much greater since every vote has a much greater chance to count.
