You are right, legacy systems stay on way too long. Vendor agreements, support and maintenance, and the pain of switching and upgrading a system that’s by and large pretty reliable and so deeply integrated are things few CTOs want to touch.

But the biggest pain point is training! It costs millions to re-train all those flight crews, gate agents, and support teams on new systems. That money doesn’t come out of thin air.
