The location evidence is from this government tender notice, which says it is in an apartment complex in Poskam’s industrial park. (http://www.bidchance.com/info.do?channel=calgg&id=20664425)

This area below is Poskam’s industrial park:

The complex I located is very likely a reeducation camp. If you look closely at the buildings, you can find they are surrounded by wire fences.

The notice also says government will use 彩钢 (color steel plate), the blue buildings are all color steel plate housings.

I am still looking for more corroborating evidence.
