I looked again at the tender notice in this blog. It also mentioned there is a camp in Shufu’s Industrial Park’s public housing.

This area below is the Shufu’s Industrial Park. The only housing complex in this Industrial Park is the red circle.

We can see the upper half of the housing complex is walled and wire fenced. Some blue roof sheds are built.

Again, almost every building inside the camp is surrounded by razor wire fences.
