This tender notice is soliciting construction bids for Justice Bureau’s “Practice Center”, which will be located in the west of Shuiyun Road, south of Aksu №2 Vocational Skills Education Training Center.

In google maps or Baidu maps, I can’t find Shuiyun Road in Aksu’s economic development district. But I find an environment evaluation report says a building material company is located in the east of Shuiyun Road and South of Wenzhou Road. And the company’s coordinates are 41°04'42.4"N 80°08'52.9"E.

So from this information, we can locate Shuiyun Road, which is the red line in the map below. The only barbed wire fenced compound west of Shuiyun Road is the camp in red circle in the map below.

This camp is noteworthy because it has adjacent factories. The tender notice suggests a walnut processing factory 核桃加工厂 and textile factory 家纺厂 will be built. It suggests government could potentially use camp inmates to work in these factories.
