The notice says there is a camp in Kumukusa’er 库木库萨尔乡。

This location can be further confirmed by a China Mobile’s document. China Mobile Kashgar branch is purchasing/renting cell towers. There is one tower at Markit’s education training center whose coordinate is 38.83845, 77.70702.

In Makit government’s report (2017年地方财政预算执行及2018年预算草案), in 2017 it built one new re-education camp and transformed five old existing places into re-education camps.
