I’ve certainly seen this sentiment from gov ‘civil servicers’ that consultants parachute in, tell ‘govies’ what they already know, charge them, then leave. Sometimes consultants give details on issues we already know exist, verifying and specify issues with third party confirmation, to make it easier to justify proposals to leaders higher up in the bureaucracy. Ex: Yes this building needs renovating or Yes, your ‘mainframe’ legacy server system needs replacing or Yes, your roads are in X condition. Consultants can also be seen as a threats to the status quo.
