The industry is trapped into IMS complexity. I think it is unfair to compare closed/single owner systems to telecom services simply because operators have to make sure that all this services will be available on different devices from different OEMs (in general). I hope that IMS vendors will reduce complexity of their systems and it will improve TTM in a major way.
