The “concerned neighbor” trope is one that I know well, and it’s realities are part of why I love living around my own people. Too often, in the neighborhoods deemed “better” and “safer,” we find ourselves worse off and in more danger as our neighbors do not see us as individuals, or as citizens for that matter, but as the crime element, where as you pointed out, they WANT and HOPE something happens so that they can feel justified in their hate and irrational, racist fear. This is part of what angers me so much about the new urban colonialism going on in our cities and neighborhoods. “Concerned neighbors” are moving onto blocks and into apartments and homes everywhere, fingers at the ready, salivating as they peek through their ugly ass curtains.
