To use terms from mathematical physics: When you distinguish between regions (natural and supernatural) and rules (natural and supernatural), you’re really distinguishing between behavior in the position parts of phase space and in the velocity/momentum parts of phase space.

It is perfectly valid to treat them differently — a Lagrangian approach — but they can also be treated on the same footing in a Hamiltonian approach.
