Is this being proposed as an alternative to SegWit, or in addition to it?

The wording here and the picture below appear to assume that the main-chain will have no malleability fix. Do you see any reason not to activate SegWit on the main-chain alongside your proposal, or any reason to delay SegWit until the time the extension chain proposal is designed, developed, tested and reaches consensus?
