Interesting read. Considering all the opportunities for marketers I feel that for private industry to enter into the market they would want to to use more of Accessiblity and Infrastructure , which is based on govt initiaitives and how well it is executed.

One good opportunities that marketers can focus on is the digital expect of it since it can be clearly seen from data that Telephone industry has seen 300% increase in Rural sector.

Also, for FMCG industry hurdle would be compete locally with brands that are popular in particular state, since local brands have much deeper penetration in rural area because they are more familiar with that space.
