Do you really think they should have “gone for broke” this year? Why would a team coming off a year in which they had one of the worst record’s in baseball go “all in”?
The Rays won 90+ games 5 times from 2008–2013. In 2009, they won 84 games after bringing back most of the players on their 2008 team which brought them to the World Series. I understand if you do not like their strategy. I also understand if you want to consider them cheap, but criticizing a team for not shelling out large contracts to big free agents is absurd when their strategy has been mostly successful for the past decade.
