Hopefully it doesn’t move much — the idea here is to get started with a “flexible” infrastructure (floating housing, or trailer homes that look beautiful) as a way to quickly test the market and iterate on how the community should look like, and how the infrastructure gets used, before “graduating” to a more stable infrastructure (building codes, zoning, etc) that however requires much longer times to be implemented.
