I assume you didn’t mean the number to be precise, but I think it is a common misconception to use “1%” or “top few percent”, as it makes people think the elite group is different than what it really is.
Plutocracies and elites, throughout history, have represented usually far less than 1% of the population.
Examples of 0.1% to 0.01% plutocracies are ancient Athens, pre-WWII Japan (Zaibatsu), the Republic of Venice (Doge + 480 great council members), etc.
