To elaborate further, I think Keras offers a good balance between flexibility, deployability and development speed. The ability to easily deploy with TensorFlow Serving is pretty awesome, but rewriting TensorFlow code each time all over again is a real pain. Keras is very nice for that. Compared to TF.Learn and TF.Slim, Keras offers more flexibility IMO and has better support.
