Similarly ironic we had a proposal a few years ago for everyone in the UK to have an Identity Card. There were huge protests, and arguments about practicality as much as civil liberties, but masses of money was spent on it (I nearly took a job there myself. It would have paid well). Then it was quietly(ish) dropped.
I daresay more than a few of the protestors now pay a foreign organisation to let them carry a device that constantly monitors their location. It’s all about balance.
