I don’t think another would or could just ‘rise up.’ The United States is fitted perfectly for its role as the Frank Nitti of global capital — historically, socially, culturally, economically, etc. Britain used to be, but could be it no longer. Russia doesn’t have the wherewithal or the inclination. China just wants to do business, as it always has. The United States and modern capital arose together, as the United States was the national embodiment of bourgeois society. If the United States didn’t exist today, it would have to be invented.
