This is a million years late but that’s a common situation you saw. What happened was that some R packages required linux to have certain packages install, but in the case of the docker container it didn’t. You’ll need to add a RUN apt-get install … somewhere in your docker file to install the required linux packages.
To put the script on the VM: yes take whatever script has the plumber call within it and put it on the computer. Then run that script with either R, a command line Rscript call, or RStudio. Make sure plumber is set to port 80
To open the firewall: go to windows firewall program and open port 80.
