And result is — demotivating, frustrating, …

Strict time-boxing makes hard to express ideas (especially when you are interrupted).

Wiring agenda before often pushed to the situation, when you have an urgent topic, but you are rudely interrupted — because Yuri don’t want to discuss it. When the next meeting comes — your topic becomes not relevant anymore.

Follow up should be a follow up and be written after the meeting. Yuri started to write it just during the meeting, and the only thing he cares … stop talking, let’s me write a short follow up.

Moreover, probably with the right implementation some of listed rules can work. Unfortunately meetings were just ruined due to bad/agressive/one-sided moderation.
