It looks really weird for me that you compare iterative method with Scrum. In the paper I’ve even mentioned that both methodologies (Scrum & Waterfall) might use iterative method (even with the same size, it does not actually matter).

I also have no ideas why you think that I’m talking about phase-gate approach. I’m talking about 2 methodologies of project management in software development. Both methodologies have the same phases, the difference is in the workflow, how to process them. Each software development methodology has to have all these phases/components because it is a part of the software development process. You can’t deliver the product without the design (even formal), code, testing e.t.c.

The real question is (and it is mentioned in the paper) how to execute the components. E.g. if you are using Agile you might miss the specification & planning phase, but still you have it (at least, during the Sprint Planning or Standups).
