If you are going with a start up find people that are hungry, and that by the way includes people of all ages. Find people that will be more than happy to fill multiple roles, including office janitor and receptionist. Keep the staffing as light as possible with people willing to skate between roles and give it their all. Don’t hire until you get rolling in profits. If anything, pay bonuses to a team willing to bend over backwards to make the venture successful.
