In MOST cases, propositioning a coworker is harassment.

Perhaps “propositioning” was too strong a word. Let’s say A asks their colleague B out for coffee, and it’s clear it is of a personal nature — to get get to know one another better. Is this harassment? B is busy, they say, and don’t offer an alternate time. A month or so later, A asks again. Is it harassment, and something you would fire them for?
