Heating bills reminds me of the book “Evicted,” by Matthew Desmond… in it, he talks about poor tenants in Milwaukee who sometimes have to choose between paying the rent or paying their utility bills.

The city has made it illegal for utility companies to shut off the heat during the winter, even if the bills haven’t been paid. Skipping those bills gives tenants enough breathing room to pay their rent during the coldest months. Then evictions spike in the spring and summer, when the utility company collects on those unpaid bills.
