I find that labeling involves a fundamental act of counting, in a binary sense when applying the label or not. If a label passes the clarity test (the folks using the label in a conversation share the same understanding of when that label is applicable), then it is a construct and we are engaging in counting. An elaboration on this notion comes in the next chapter with the definition of systemic values.
