I find it hard to believe that 5200 people coincidentally came up with the same fraudulent scheme without executives having any idea that this was going on. There is no excuse for each individual and they definitely have to take responsibility for their actions; however, in this scenario it seems like firing the low level employees is more of getting rid of the symptoms without curing the ailment
