I believe you’ve already answered the question:

“How do we change ownership structures to prevent Snapchat, Instagram, and Whatsapp from distributing billion-dollar windfalls among only a couple dozen people?”

In the hypothetical future we’re speaking about, that answer is the GBI. You tax these companies, and redistribute that money. The “ownership structure” is through a public (government), rather than private (stock market), system. A “national dividend.”
