Both the discrepancy and margin of error refer to the difference in percentage between the two candidates (noted in the table footnotes), which should be within about 6%, but is actually 14%. That is about a 7.9% discreprancy. The margin of error refers to differences in vote percentage in total, not for either candidate. Thus, your argument is incorrect.
