How is the U.S. Digital Service ensuring that U.S. citizens residing OUTSIDE the U.S. are able to access government services? The U.S. is the only country that taxes nonresident citizens. Those citizens should be able to access their IRS and Social Secuity records without a U.S. mailing address or cell phone.
