This sounds like a consultant talking (devshop, etc). I agree that most web apps are created by consultants, hobbyists, etc (in sheer number, not by usage of course), and thus are smaller by their nature and don’t need so much common code.

Then again, they don’t get that many users, so do they really need that tiny difference in load speed?
