For this customization, you’ll need to make sure you are using the source code version of the app, not the compiled version (explained more here: https://developerscorner.storymaps.arcgis.com/an-introduction-to-hosting-your-own-story-map-e2450181ad2f). Then you can add the minZoom and maxZoom properties to this object where the map gets loaded: https://github.com/Esri/storymap-tour/blob/2711a28076f1fdaab31e4289a68fbda03adc48f6/MapTour/src/app/storymaps/core/Core.js#L565.
