He doesn’t speak for those who say he isn’t their president in the sense that his policies are not the WILL of the people, not that he doesn't have the power to do it by virtue of the office.

He has the power of executive orders, veto power, and who to put in the Supreme Court vacancy. The only reason he thankfully failed is because there were still some Republicans who are good. With the lose of McCain, who knows now.
