We had sanctions against Cuba for 50+ years. It hasn’t changed Cuba. I would say the use of sanctions has shown to be incredibly ineffective in fact.

If you go back further to Japan in the 30’s , you could make the case that sanctions were the impetus for the war in the Pacific. Sanctions do not work. They actually make a propaganda point for the people in the countries involved in a potential conflict to be manipulated with and make it more likely that warring actions occur.
