I think I see it now. We want people to move out of the ‘burbs back into the city core, BUT we don’t want them improving the neighborhood in any way. We want them to move out of single-family homes with a yard back into run-down apartments, and be content to live that way. Also we don’t want them to be able to outbid existing inhabitants on rent. So ideally, what? Tax everything they earn above that level?
