That would only be true in a system where there were only one employer. When employers have to compete for workers, those workers don’t simply have to accept a “food only” wage, they can go elsewhere for a better deal. I realise this doesn’t always mean that people immediately rise out of poverty, so critical to this is the need for workers need to improve their skills constantly for them to end up being best positioned to improve their own situations.
