The flaw in your argument here is that for this all to work, the President would have to actually be able to deliver what the Congress wants, and so far, he’s not only unable to do that, he’s an active drag on the process, largely because he’s unable to do anything than respond randomly (and usually inappropriately) to events.
There’s no “Obamacare repeal” happening, and they’ll have just as little luck with tax reform. They’re going to have to work pretty hard to keep the government funded through the end of the year, from the looks of things.
