He was an active shooter, he wasn’t surrendering so EOD ROBOT, sniper, etc is all the same.

Some reports say he claimed to have a bomb, using the ROBOT to detonate the vest or eliminate the potential for bomb detonation is legal.

The purpose of these ROBOTs is to reduce friendly casulties, seems to have worked in my opinon.
