You’ve noted an interesting rhetorical artifact.

This is a clear examination of how it can be used to service a greater agenda.

What is interesting for me is why this works. I would conjecture that it seems to connect to a larger vehicle of how sensemaking works, and how one sensemaking regime has difficulty coming to terms with another — so they do so by this “vicious abstract” which may be cynical or sincere.
