vw and vh are new units, introduced in CSS3. Using them for setting the font-size is an option, yes. I would advise you to do so, if that’s the effect you’re searching for — size based on screen width or height. Regarding the concept of user base font-size — EM and REM are based on the font-size of the browser, therefore — are unique for each user (based on the font-size browser setting of each user). Of course, most of the users do not change the default font-size, but some might do.
In other words, the media queries should get updated when the user changes their default font-size setting. Users do have the option to change their browser base font size, therefore, it’s probably worth considering them, therefore — it is a question of accessibility. That’s what I think :-)
