I’d suggest that corporate culture is an emergent property and cannot be explicitly controlled — if you want to encourage a certain culture, you have to BE that culture and transmit it to your directs and colleagues.

Values and ethics are all good and well to define, but if they don’t actually reflect an achievable increment on the ACTUAL culture, you are doomed to fail.
