No: The author was clearly babbling off the usual PC boilerplate of the “progressivist” orthodoxy; that somehow only people who are members of the most powerful or most numerous group can be racist. Of course this is usually claimed so that groups like BLM, who spew a constant stream of blatant racism, are not racist because they claim to represent a powerless minority. It is all total hypocrisy, dressing racism up as anti-racism.
