Smart City or Climate Resilient City?
IT IS SAID THAT BOLD POLICY MEASURES AND BIG INFRASTRUCTURE INVESTMENTS SUCH AS SMART CITY MISSION ARE LIKELY TO FALL SHORT IF THEY DON’T FACTOR IN CLIMATE CHANGE. EXAMINE HOW AND WHY SMART CITY MISSION SHOULD AIM TO BUILD CLIMATE RESILIENT CITIES
Smart City mission has been started with an ambitious plan to take advantage of technological advancements made in infrastructure, urban planning and ICT space to spread the benefits of development to regional centers and reduce the pressure of urbanization on existing metro cities. These smart cities also need to prepare for sustainability from a long term goal perspective considering the global challenges like Global Warming, manmade calamities, financial and political instability.
Let us focus on first part of the challenge and examine how we can build climate resilient cities by focusing on following 3 themes
• Out goes the old – Learning from past challenges faced during floods, cyclone, draught or calamity of similar nature and try to identify bottlenecks, infrastructure failures or lack of it. Also in consultation with experts charting of a plan to systemically reducing, restricting of the identified infrastructure
• In comes the new – colonization plans, road, drainage, power generation and distribution system, public utilities and services etc. to be planned to meet the expected growth in population of the city
• New stays new – systemic, exhaustive and strict plan for regular inspection, maintenance and upkeep of the existing and newly build infrastructure
With this 3 pronged approach and a general resolve to see thing through will help us build a better and strong India
