For the employer there is still a problem. For a school you paid them to learn how to think. For an employer I am paying someone to teach them how to do, then I have no control over if they walk out the door the next day. Can you imagine if the government said you could take ‘training loans’ and the company was paid regardless of the out comes? That’s how student loans are function.
