The “wonky” in the headline simply refers to idea of “policy wonks” who, to use Merriam-Webster — wonk: a person preoccupied with arcane details or procedures in a specialized field; broadly: nerd wonkery

Not an unusual use of the phrase. This article clearly shows plenty of policy wonkiness in action, to the degree of (for example) arcane details around “customer service metrics”.
